I rather guess it has something to do with the way a browser shows the #-part of an URL: The browser jumps to the place where the hash is placed on the page so that it lies in the visible area. It is usually shown at the top of the page, unless there is not enough left to be displayed at the bottom. If the rest of the page reaches the bottom, then the bottom of the page is aligned with the bottom of the window. Rearrange the height of your browser window, make it really narrow, and try the link again.
