TechDraw Major Changes

Major changes to TechDraw were recently merged into master. These include:
* rebuilt Section functionality with new dialog, ability to generated multiple sections from a single base View and Hatching for section faces.
* Corrections to ProjectionGroup view directions and scaling
* Elimination of the confusing XAxisDirection property
