Please give this a try and report back.
I deleted my original beta test 0.20 install1 and installed the beta test 0.20 install2. The Addon Manager now works and I was able to install the alpha Help module to my PC. I had no Windows issues with installing either version with Windows 10. I right clicked on beta install exe and installed as Administrator for all users.

Thanks for updating the dependencies in the install code!

Is it possible to create MSI versions of the installer? I am working with the guy who manages the software installs for the library I work at to get FreeCAD installed on our computers here, and apparently it makes his job easier if he has an MSI file, rather than just an EXE installer. I don't know the technical details at all, I'm just passing along the request...

someone asked for this sometime this year and the answer was no, back then that guy's argument was that most installers exe files are just msi files with a wrapper and it was better for packagers to bypass the wrapper, but FreeCAD's current installer is not a msi and the person couldn't list any real reason why a msi would be better. It's most likely possible to make a msi installer but without anyone giving a valid reason why they would be better it doesn't seem worth the effort specially this close to release.

Apparently the MSI installation can be automated: when I'm asking for it to go on hundreds of computers, such things matter :) .

I have installed the new version (FreeCAD-0.20.0beta-WIN-x64-installer-2.exe) and now the program does not even launch.
Attached the error log:

I see from your screenshot that you were not using the correct installer but an older one. The correct filename is
FreeCAD-0.20.0beta-WIN-x64-installer-2.exe

Concerning the Windows store, sooner or later you can only install programs via the store, like it is for Android. Microsoft is pushing hard on this.

We were lazy and did not yet actively advertise FC at the Windows store but others do making money for a free software. OK, we live in a capitalistic works and we gave them the opportunity. However, this is now on our ToDo list.

During download and installation one must go through diverse Win10 rantings:
Good to hear that the installer-2.exe works for you.

What you call rant is just the usual SmartScreen message. There is nothing you can do about this except of register at Microsoft to add a certificate to your installer.
At least SmartScreen is smart enough to see that when several people give the program an OK and since it is hosted on a trustworthy webpage, in a few days users won't see it.

But this is not the beta build. The FreeCAD-0.20.0beta-WIN-x64-installer-2.exe is this:

The .exe installer can be automated too:
https://wiki.freecad.org/Installing_on_Windows

What does your friend miss? I can build in what he needs if something is missing.

The Windows installer is build with the program NSIS which does not support to build MSI.

Hmm this is weird, because this Qt5WebEngineCore.dll is what we use for all releases of FreeCAD 0.19 and did not get any crash reports.

Can you please install our latest FreeCAD 0.19 release to test?:
https://www.freecad.org/downloads.php

Note that our Windows builds only support 64bit Windows, not 32bit.
Also note that support for Windows 7 is running out by several third-party programs FreeCAD uses. For example when we will have to use Python 3.9, Windows 7 can no longer be supported.
