I can easily just copy / paste the 0.19 additional modules content back to the 0.18 release notes when we do the release. It'll take about 30 seconds to do that.

Uh, the balloon code hasn't even been merged into master yet... In fact, there is no PR yet.

I guess we will figure this things out over the development cycle. ;) And we should try to get some people interested in creating a release video on board. Likely it will be easier now, when the actual content will be made available beforehand. Maybe an image on the Wiki could serve as a template (slides) in the release video, just thinking out loud.

P.S. As for the balloon commands status. Lets not nitpick shall we? Obviously NO feature was yet made available in FreeCAD 0.19, as the development cycle hasn't started yet. Therefore if it won't be there in a year time, when we do an actual release, it still can get removed in a few seconds. ATM it's more important to keep track of what is going on. Compared to doing nothing and rather discuss things for a few months. An image and a short description. This is what we are currently after. And we can have more in depth discussion after, when we will have something to discuss about.

Can we report what we would like to see in v0.19 in this tread, or there will be as previous "Whiteboard for v0.19" tread?
