What? Completely unnecessary post. The picture says nothing. Please explain with words.

I agree that the picture tells much, but not all...

I'd suggest that you upgrade, at least to the 0.18 version of FreeCAD.
Personally I have come to prefer the Daily build.

Now, I find the filleting functions finicky, there must be "space" for the fillet. If you have 1mm space all around the edge, sadly filleting often fails in strange ways if you set the fillet to 1mm (radius), even more so if you exceed the space.
On the other hand; if you use 0.99 radius it may well be fine.
Note that the space must be available everywhere, even minuscule imperfections matter.

Due to this I usually apply fillets as the very last step of a construction. Often also choosing to define "manual" fillets in sketches instead.
