Does FreeCAD allow annotations to be attached to the document, body, part, feature, etc.? It would be useful to add documentation, research and design notes, etc.

Not directly, but you can add properties using python.

Hello
If you print the draw , you have to use Techdraw and it's possible to wright Annotations
If you send to peuple your file, you can use Spreadsheet as annotations page
