Draft Label: Display Mode reversed

A draft label's initial Display Mode is '3D text' according to the View properties. But the text is displayed as '2D text'.

The explanation of the Display Mode property is confusing (and perhaps incorrect?):
Display Mode: if it is "3D text" the text will be aligned to the scene axes, initially lying on the XY plane; if it is "2D text" the text will always face the camera.
I am assuming that 2D text stays on its plane while 3D text will be aligned to face the camera?
