v0.18 Widows 10 64-bit.
I've done everything perfectly, in agreement with the tutorial. Here he creates two helping lines, starting as crossed. He touches the two lower red points on the ends of the line and the center point, as he does they each turn green, Then he grabs the right one with the pointer and pulls it to the center line when he does, the lines appear to snap to the center line, When I do this and use the angle tool to constrain the angle between to 360/24* = 15*, the two lines blow apart, obviously they didn't snap in his case they stay together and show a dimension of 15*.
If I can't get the lines to snap to the center line I will not be able to finish the tutorial. Can somebody please provide some help here?

If you talk about a tutorial you should always give a link, if it's a video tutorial give the time position as well.
Your issue seems to be a missing coincident constraint. It is not enough to get somehow through a tuorial, you may have to go back and try to understand the reason why all these constraints are used and how they work. Video tutorials are not always the best choice, you may have a look at the Tutorials in the wiki. If you have learned the very basics about sketching, then this Sketcher tutorial may give you more explanations.

Position: 15:30.
A coincident constraint (Sketcher ConstrainCoincident) is applied ("I put these two points on the origin"). In the tutorial the keyboard shortcut "C" is probably used.

I looked it up. There is a short piece of the video missing ( flaw in the cutting program ) .
Both points and the origin point are to be coincident.
What may have happend in your case : One of your lines snaps to vertical constraint when you put it on screen.
