FC 0.19 ... What means "Could not create Collator: 4" ?
FC 0.18 ... does not show this message.
It is issued to the ReportView in case of Edit/Preferences ...

Please describe what you are doing when seeing this message. Opening FreeCAD, closing it, opening a document, using a tool, what?
I've never seen the message in the report view in 0.19. Maybe it's due to one of the external workbenches that you have installed.

This may depend on which WB you are preferences setting for...
Could you please generate a log file?

Procedure ... now using FreeCAD_0.19.18946 (with no difference)
(1) rename C:\Users\<user>\AppData\Roaming\FreeCAD to FreeCAD.merken
(2.1) Start FreeCAD
(2.2) Edit/Preferences -> General -> Output window .... enable protocol messages
ReportView prints "Failed to load UI file from ":/ui/preferences-dxf.ui"
(2.3) Close FreeCAD
(3.0) Start FreeCAD
(3.1) Edit/Preferences
At the end ReportView prints
- "Failed to load UI file from ":/ui/preferences-dxf.ui"
- "Could not create collator: 4" multiple times
Regarding workbench ... Part-WB and Start-WB are showing this information.
(a) Procedure above using Start-WB
(b) My regular startup turns on the Part-WB
(1) rename C:\Users\<user>\AppData\Roaming\FreeCAD to FreeCAD.merken
(2.1) Start FreeCAD
(2.2) Edit/Preferences -> General -> Output window .... enable protocol messages

I had this issue temporarily on an older release... would you please try with latest:"Failed to load UI file from ":/ui/preferences-dxf.ui"
