Cut behavior confusion

Let me start by saying how impressed I am with FreeCAD. As a Linux user, it is really nice to have a powerful tool that runs natively. Thanks to everyone that has contributed.

I'm a complete newbie. My only experience with 3D design thus far is in TinkerCad. I'm currently confused by some behavior I'm seeing and don't understand. I created two cylinders. I cut a smaller cylinder out of the inside of a larger cylinder. This worked as expected and I was able to create a mesh and export an STL from the resulting "pipe".

This morning I went in and wanted to tweak the sizes of a couple of things. Unfortunately, the cut doesn't seem to be happening anymore, although it is shown in the object tree. In addition, I can't seem to select anything that would allow creating a mesh anymore either.

My assumption is that I'm misunderstanding some kind of selection or behavior state in FreeCAD, but I don't have any idea how to proceed from here. I could really use some pointers.

Please read the IMPORTANT link above and provide something for others to work with - a file in the broken state, a screenshot that shows the problem, reproducible step by step explanation of what you did, what you expected to happen, what happened instead. And don't forget your FreeCAD information.

Sorry. I should have looked at the requirements. Strangely, now that I've reopened the file, things are working as I expected again. There must have been some kind of transient state issue. I've attached a screenshot of the part displaying as I expected it. When I was having trouble the center cylinder was not being cut out like this. I've also attached the actual Freecad file.
