Shouldn't the tool tip to Pad say Pad a selected Sketch or Face ?

In Part Design WB, I randomly discovered that Pad has the ability to extrude faces directly.
Everything in the UI seems to completely ignore this ability, whether the text of the tool tip or its absence in the Tasks panel when a face is selected.
Same for revolve, loft, sweep.
