I was thinking more about a Plane co-located with face, with the location a function of standard datums, rather than attached to the face. If the Face moves or gets renumbered, the Plane stays where it is until told to move.

That's indeed a possibility, albeit at the cost of parametricity: Create a plane attached to a face and when its positioned set attachment mode to Deactivated.

To get placement info correct I map the datum plane to the face when created then deactivate the datum plane, if I need to change the placement of the original face then a reattach the datum plane to the face, mod the face feature then deactivate the plane once again. It works great, it is parametric with some added finger exercises :) .
